Ducking eye looks infected?

My Pekin ducks are about 3 weeks old and one of them appears to have an issue with their eye. I’ve attached a picture so you can see a hard ring around their eyes. They get plenty of food and water everyday and none of the other ducks seem to have this going on. The ducking with the eye issue does seem to behave a little differently from the others, not as energetic. I’m not sure what is wrong with them or how to help them

Do they have water that's deep enough to dunk their entire heads in so they're able to clean out their nares? They need this for good overall health

They have two buckets of water which are approximately as deep as they are tall
