Duckling gently pecking other ducklings eyes

Hi everyone, I am a new duck mom. I have noticed today that one of our 2 week old ducklings is very gently pecking on the eyes/ eyelids of her sisters. Not sure if this is pecking or preening. Am just a bit concerned about this behavior. Is this normal? The other ducklings don't seem to be bothered too much about this though. Thanks for your help!

Well since they don't have hands to feel with they use their bills. As long as no down is being pulled out and the other ducklings don't mind just keep watch that it doesn't progress into getting rough.

Thanks for your reply. I have 2 white crested and one silver appleyard. So far it all looks friendly and no one is hurt.
