Duckling nostril closing!! Help

Hi, I’m duck sitting for a week or two old pekin ducklings and the owner had mentioned something about how the nostril was closing and today when I looked it looks very serious! Both nostrils are closed and it is only able to breathe out of its mouth. It is having a difficult time breathing and I really don’t want it to die on me while I’m watching them.. here is a picture. Wow that's crazy! I've never seen anything like that before! Is the stuff closing off her nares the same kind of fingernail material that makes up the bill or is it different?
 
Yes it is the same as the bill it looks like. It’s breathing sounds kinda crackley which worries me (tho my Peking duckling last year has crackley breathing and he was okay)
 
I wonder if it could be cut away and if it were I wonder if there wouldn't be something internally (like some kind of growth or blockage) causing the bill to close off.
 
@Isaac 0 @Miss Lydia any ideas? Exactly ho many inches deep is the water? Can you show us a picture? I believe you when you say they can duck their heads, but just want to be completely sure.
I honestly can't think of anything else. Does it open at all? Or is it just shut? Could it be something stuck in the nostril, or is it the actual nostril? I am stumped, I have no idea what may be going on. I'm interested to follow along and see what the experts say.
