Duckling with lump on neck

A little over a week ago I got a new batch of ducklings that were 2 days old. I can't tell which one it is, but its either a Welsh harlequin, or buff duck and she had two huge lumps in her neck. One above her chest and one below her beak. I took her to the vet and they drained the lumps and tested them. The vet had no idea what it was but said she didnt need antibiotics because there was no bacteria in them. He suggested it might be her saliva glands and that I take her home, if it comes back take her to another specialized vet really far from where I live. It came back, I drained it myself, and she was ok for a day but I can see it's already starting to come back. Any ideas on what it is or what to do?

The fluid that comes out is just a clear fluid.

I seems kind of thick like saliva, I don't take it out of the vile though, so I don't know the smell.

Here are two pictures. The second d lump hasn't come back since the vet drained it, and it's pretty small since I drained it yesterday but it get huge, and she doesn't eat when it gets big.

Is it? I have never raised chicks and this is only my second run of duckling so I've never seen it. One of the lumps came back and I drained it again, and she's doing great, but I see it slowly coming back.

The vet didn't say anything about an abscess?
