Can you build a floor a few inches off the ground? Just high enough that the water can run under/through it, but some type of flooring that will hold a substrate?

Because it’s over concrete, you might get something similar to food service mats for underneath. That would allow drainage.

Wow, there are some great ideas here! We have dozens of milk crates, so maybe we’ll try that! My brother-in-law also works for a hay company that is .5 miles down the road so we get free hay that we use as bedding along with pine shavings. Maybe we’ll try that!

Actually looking again, I’d get drainage cells like they use for gardening.
