Ear mites? Ear infection? Wry neck? Or something else?

Can you examine the skin all over for lice or mites and use a magnifying glass. If she has something in her ear, you may be able to use a QTip to see if you get any gunk out of it. Oil or neosporin ointment would smother any mites until you get some ear mite drops. Chicks tend to shake their heads and scratch normally, possibly from growing in feathers. I would just investigate all possibilities to see what is bothering her.
I’m just gong to try some olive oil just to be on the safe side.

I would continue with vitamins that have E, B1 and give her a small amount of chopped egg for Selenium.

Look inside the ears very well for any pus, mites or debris.

Do the eyes have any discharge?

Both side of the ears and eyes are very red - do you feel this is from scratching or does the skin look like it might have infection? It may be better to use neosporin on the ears and Terramycin on they eyes (some people do use plain neosporin near or in the eyes as well).

Do any of the others chicks seem to have any scratching issues? I would watch closely to make sure the others don't pick at her since she is so red. You can try blunting her nails or even put something like bandaids on the toes to help lessen skin damage when she scratches.
 
Yes, I agree, wry neck. Continuing the vitamin E 400iu is crucial. The Poly-vi-sol has the other needed vitamins and minerals to support the vitamin E therapy. Poly-vi-sol alone doesn't have enough vitamin E to treat wry neck so use a vitamin E gel capsule with the poly-vi-sol each day.

It looks bad, but this chick should recover fully inside of a week, perhaps far sooner.
