If she can swallow and is willing to drink you can dip her beak, let her fill it, then tip her head back for her.
I just had a chicken with botulism and they get what looks like a broken neck. (Creepiest chicken illness symptom!)
She could drink but not control her head. I would hold her head with her beak in a shallow dish and she would fill her mouth. Then I would tip her head back and she would swallow. It took a little practice but we got rather good at it.

She can't or won't drink on her own so I have been syringing her fluids.

You're taking very good care of her and she's lucky to have you. But along with all the supportive care remember that she also needs periods of rest and quiet. These are nature's healers, too.
