Easter egger egg laying question

Your EE should be able to go outside in 21 F (correct me if I'm wrong). You should get a coop and some more chickens, then she could be happy and lay for you.

The bird has been inside. It is not acclimated to cold temps.

I would not put it outside in the winter without acclimating it first. By the time it is acclimated it will be much closer to spring.
 
I probably sound stupid for saying this but it’s definitely a pullet/hen right? Its hard to tell a cockerel from a pullet with Easter Eggers.

I would like a picture from the side of the bird showing the whole bird to confirm no saddle feathers but for now I think female.
 
I know this has been said before but I wanted to show my agreement with those who have already said this.
I understand you may have simply not known this so I don’t want to sound rude. But the reason she’s not laying is because of poor nutrition and living conditions. She needs fresh air, a coop, a (female) friend or two, and some complete feed. Then she should begin to improve.
