eBay/PayPal Mess -- Need Advice- Update

Get in touch with PayPal. Tell them that she expects you to engage in illegal activities, that should put an end to it right there. I'm assuming you have her email where she told you how to commit fraud? Think about those wikileak things... why did PayPal dump them? Because he MIGHT have been committing a crime. The money sent wasn't a crime, money going out not a crime. He wasn't using PayPal itself to commit the (alleged) crime, but rather his website. But even that was too close for their comfort so they dropped his account to cover their own bums. This woman has said in black and white that she wants to use their system to commit a crime... should be a no brainer.

And once they've nixed it, they'll return her funds (and possibly notify the authorities of what she's up to) and you're free to sell to your other buyer.

It's a theory... at least worth giving PayPal a call.

As to the dispute being a security blanket... no way. At the VERY least she should have waited until the estimated delivery time before filing a dispute saying Item Not Here... very least. Considering that the seller was in communication though I wouldn't even do that. This woman has set it up so she can get a great item, claim she didn't, and keep her money.... and not pay the full legal customs fees on it to boot! PayPal really needs to be informed of her... who knows how many other sellers she's pulled this on or may in the future.
 
The buyer is German and speaks very little English. All of our correspondence has been in German. I would imagine the German PayPal team will be involved if there is such a thing. My written German is passable but I do not speak it well. Someone is going to have to get an interpreter. I told you....It is a mess
 
With all the language translators, I wouldn't worry about the language barrier until know know that you have one. Some at Pay Pal Germany is going to speak better English than I do.

First, I am with the rest in asking paypal to refund her money and end the dispute. Even if you have a negative mark. If I remember right you get to leave her feedback too....and yours should reflect that a dispute was placed prior to the agreed shipping date

Second, unless you want to give away $75 in shipping, your figurine and 2 negative marks, don't send it. My guess is she is more savvy than you think, she would have claimed the higher payment as a duplicate or fraudulent. You already know by the fact she wanted to defraud her government that she is not above fraud already. You might have thought you were being nice, but clearly she had no similar plans.
 
It doesn't matter that Paypal will have to communicate with her in German. She's filed a complaint already, so clearly they are capable of doing so and are doing so already, that's their issue, not yours. Plus, she read and bid on your auction (which I'm guessing was in English), so her communication is likely better than she's letting on.

Contact Paypal and inform them that she's asking you to commit fraud, you have the emails to prove it and you want to cancel the sale and refund her money. The reason they are holding the money is so that they CAN refund it if you can't prove she's gotten the item, which you can't, because you haven't mailed it yet. Once you agree to the refund, they'll send her the money back and you're done with her. Like someone else said, if she gives you a negative, respond with the suggestion from above, but you might have to shorten it a bit to get it to fit: Buyer filed w/Paypal before item even shipped. Refunded to protect myself.

Get ahold of Paypal today and get this claim settled so you are free to sell it to the next person in line while they are still interested.

Don't you have to have signature confirmation for items valued that high? If you get signature confirmation it will show up as being received by her, regardless of what she says. Though I think I'd just scrap the whole deal and relist it.
