EE 11 weeks saddle feathers?

Here is a mature EE rooster, you can see the pointed feathers and large comb from far away, even in this blurry picture. By 11 weeks this guy already had a tail and large comb developing. I think it is either a puller or a very slow developing rooster. I think I see 1 pointed saddle feather but I can't tell for sure.
 
I read somewhere that EE peacombs are good for determining gender. All three rows will be enlarged in males but only the center will be enlarged in females. Can anyone verify this?

I have read this too but its not accurate with my 19 ee's some have wide comb areas partially raised some are single and the roo comb is like 3 combined into one large swollen here he is below at about 2 1/2 months
