I've never seen it quite like that, but one of the things that the beard gene does is cause the feathers to ruffle on the back of the neck. The official term for this is a "boule" and breeders of Belgian Bantams and Orloffs select for this characteristic.
My birds only have minor ones.
My Malays which are hard feathered have this happen to their hackles.
 
Huh, interesting. Do you have pictures of them?
Here's one. Not the greatest picture. I do have a cock that's a better example,but would have to get a new picture, or find the one i posted months ago.
