EE genders - the topic of the day! 8-week old pair. Roo or not roo?

I am only allowed 5 hens in my city limits, no roosters. I can probably push the number of chickens (currently over by 1), but I would definately be forced to re-home any roos. I'm pretty sure my new neighbor next to me is keeping count and watching closely.....

One more question - this morning I saw them both jumping at eachother, feet first, cock-fighting style. Is it normal for a pullet to do it? My other girls run at eachother with their neck feathers puffed out, but I've never seen them jump at eachother. It was both of them doing it, each one alternately instigating it.
I also noticed the shiny, irridecnt saddle feathers on the black and white one this morning (none on the other one so far), which I hadn't noticed yesterday. So that seals the deal on one of them. Anybody want a pretty EE roo?
I never did get the answer about separating them if one is a roo and one is a hen and they are so attached. I suppose I am putting human traits on birds, but I do know other types of birds will mourn for their mates if they get separated.

I don't know whether it is normal but I have had my pullets jump at feet first to my new roo when we combined them. Yet it would be ok to separate them but it is just sad to have them separated. I bought my EEs together because the person we bought them from didn't want to separate them because they have been side by side since he could remember.

I guess I should post the black and white one on Craig's list. I'm going to be stubborn and wait on the brown one - just in case. Would there be a market for trading two beautiful roos for one pullet? Maybe I will wait a few weeks before I do anything, until I know for sure. If the brown one is a pullet, at least they have only been together 8 weeks. We'll see. Thanks so much for all the feedback and advice.
