These 22 week EE pullets groom each other and one goes under the others wing. What does this mean? Are they going to start laying soon?

I'm thinking the one sunbathing found the right spot and took it before the other one laid down.
For the grooming, have you checked for any bugs? Lice or mites?

Chickens frequently groom their 'buddies' or pullets/hens groom their cockerel/roosters. With bearded birds it sometimes escalates to beard plucking.
