EE Roo?

Here's a few better shots of the comb and one that shows her/his walking stance with tail held high up. I'm really hoping it is a pullet.

My hens had featherless backs too. Since I culled two of the EE roos I had, some feathers are starting to grow back.

I still can't guess a sex
 
My vote is EE pullet. If it were a roo the tail would be very long by now. You should be getting some nice blue/green eggs from that girly girl in a little while.
 
I'm still voting roo. My experience is limited, but I'm pretty sure Thing One looked very similar to that at 12 weeks of age. His sister, Thing Two, does not have that feathered hairdo nor the lesser sickles in the tail.

I'll try to find pics of them at around that age later.
 
With the 2nd photo and what look to be saddle feathers, I'm rethinking my answer of pullet.

Gently lift a hackle feather and look what shape the end of the feather is--ignore the pointed penciling--look at the end of the feather. Do this with several hackle feathers and a few saddle feathers. If the feathers are pointed like >, it's male. if rounded like ), it's female.
 
EEs can be tricky when it comes to sickle/hackle feathers. They often look pointy when they aren't due to patterning on the feathers.
 
She's a girl. I have a hen named Matsumoto that looks just like her in the feathering and expression. Your girl's just very dominant and proud - that;s why she holds her chest up the way she does.
