El Dorado Hills Chicken Laws (Is there a way to change it?)

We have been keeping chickens in our house for the last 3 months. Across the street, our neighbors have been keeping chickens for many years. Another lady have chickens as well. Since they were keeping chickens, we decided to get our own.
Recently, we found out that we can not own chickens in our area in Woodridge, through a letter that wanted us to get rid of our chickens. We believe that the reason for this is the man next door to us, who is part of the Board Committee, who have reported us multiple times for minor reasons.
I'm wondering if there is a way to change it? Or is there any loopholes or ways to bypass the system? Please post as soon as posssible!

Neighbors can be pesky! We had one who held office in the City Hall. He reported us for a playhouse that was 5" too close to his fence.
