Enlarged feet and legs

I have a rooster that has very enlarged feet and legs it looks as if they are inflated. I thought it could be scaly mites but any photos I see of scaly mites the scales are crusty looking. This rooster has smooth scales they look like cartoon feet big and cumbersome. Would a severe bumble foot cause this appearance on both legs?
 
A photo would help. Also, knowing the rooster's age is important. Did you raise him from a chick?

What do you feed him on a regular basis? What kinds of protein does he eat regularly from early chick-hood until present? Has he always gotten a lot of table scraps with meat as a big proportion?

When you feel his feet and legs, does it feel like there is gravel under the skin? Or does it feel more like a water balloon, full of liquid?

What breed is he? How clean are his living conditions? Does he roost at all? How long have you had him and has he always been like this? I'm assuming that he does have severe bumble foot? Bumble foot is contagious and will spread to the other foot. If left untreated, it will eventually climb up the legs until it reaches the heart, thus killing the bird.
 
You don't happen to have a dong tao rooster, do you?
