Exchequer leghorns

Hey. I bought 2 months ago two ex.leghorn sorted pullet chicks, at least I was told so. Now they are about 9-10 weeks old and looks very different and doest not have that spotted feathers like they should plus one of them is blind (the one who has bigger crest). Is it possible that they will have spotted feathers later? What do you think, are they pullets or not? As they should have quit bit crest compared some other chickens, when does the crest startis to grow on pullets?

First is a pullet. Second is a cockerel.
Yes their pattern changes several times. That will get the patchy look in a few more months.
