EXPENSIVE pip, but it's face down/wrong end....(PIC): UPDATE!! (VIDEO)

That's fine, it has plenty of air. The physiological reason for the chick to make an external pip in the first place is due to the lack of oxygen. Else it might just be happy enough to get it's oxygen though the veins that run under the egg shell. When everything is adsorbed and the chick feels ready, it'll get out. Give it at least 24 hours to try on it's own.

update: 15 hrs after pip there was no progress made on little sc4. So i did the unthinkable, i helped it out a bit. As you can see there is some slight bleeding, nothing major, but enough to make me stop. He is responsive, vocal, and tries to move around. From the picture tho, it looks as if his head is curled back and tucked under his left wing. So im not sure how this little one is going to get out unless he is 100% helped by myself. The pink spot jsut above his beak goes up and down to signify his breathing. It was so important these egg's hatched, i probably should not have touch it but from the way he has grown in the shell, i might be glad i did. Don't hate me guys!

It looks like he's in the correct position for hatching....their heads are bent around and tucked under their wing. He needs time tho since there's obviously that much blood in the veins yet. Just give him time.
 
I agree with Katy. I currently have one pipped on the wrong end, but will give it alot of time. Often, they pip way before they can hatch. Takes some more time for all blood to retract from the veins, usually. They do have more trouble sometimes when the small end is much narrower than the big end, but your egg looks fairly round, so I'd give him more time to allow the blood to retract.
