It could be a bumble without a core. Even I have recently discovered it, since I suspect my own rooster has the same type. I have removed his bumble twice now and there was no kernal each time. So what I've been told is that it could be due to walking on hard floors. Could you share pictures please?
It definitely had a big ol’ core, which I cut out. (Yes, I know about sugardine, everybody. But this gal had bumblefoot when I got her, which had already affected her tendons on the left side. That leg is healed up now (has been for months), but gets sore when the weather is cold.) It’s her “good” foot that got bumble this time, and I didn’t want to wait and see if less invasive methods would work.
I think that’s when she got the stringy type that our new duck came with. No core, just strings and strands and chunks.
 
baytril gave my girl extreme diarrhea immediately after the first dose and for a couple weeks after her last, so watch for that. Also, if you don't want to force it down its throat, I pour some in a teaspoon of unsweetened apple sauce. She gobbled it down happily. Search the threads here for the proper dosage because it's the recommendations on the bottle is way to high.

The dose for Enrofloxacin is 0.05ml per pound, twice daily orally (PO). You are correct, Baytril is known for having a bad taste, so mixing it in with another liquidy substance like apple sauce, or an electrolyte may be good. It shouldn't be offered in a dish of any sort, as the duck may not get the full dose. The whole thing needs to be given directly into the birds mouth.
 
My avian vet also had me use silvadene cream for my duck's bumblefoot. I think we had a minor case caused by walking on hard surfaces. We didn't do any cutting or remove any scabs. I'm not sure if the silvadene would have still been recommended if we had needed to.
I specifically had to dig the core out and that is what he recommended. She had a hole 3/4 inch deep and he said it would be better to use the silvadene than the triple anti.
