I was genuinely convinced there wasn't a place in Georgia that got cold enough for frostbite.

So was I, but what else could this be? We had wet cold days so I assume it's like how you can get hypothermia when its not crazy cold if you're wet

Actually, I'm not sure if chickens can get diabetes of any kind. They have a pancreas, so I suppose that it's possible....

True, and it was windy here as well if it happened to be the same there. It does weirdly looks like frostbite. There are other conditions that can cause spots but are there any symptoms that would lead you to thing it is anything else? Maybe apply some vaseline.
