Well she can’t pick her own head, so it’s at least partially the other chickens

You could get her a chicken saddle to help hide the one above the tail. That would give it a chance to heal.

I think it’s the others since she can’t pick on her own head. Sometimes chickens can be bullies, but it’s just their instinct.
