Feeding switch - 15 week old hen

My seabright x d'uccle mix is 15 weeks. Like her mother, she was born without a comb. Eventually around 12 weeks her mom pinked and laid at 16 weeks. Absolutely no sign of pinking up yet and I don't know whether to switch to layer food or keep with the chick feed till she lays or do a mix. I supplement my bantam flock with chicken e-lixir which has calcium and probiotics. I don't want to harm my roo, he's been through it and came out strong and healthy after a bout with upper respiratory virus at 1 week old. He also wasn't a crele oegb like I thought. He's a bb red oegb and friendlier than expected of the breed according to what I'd heard.
 
Many of us with mixed flocks provide an "All Flock/Flock Raiser"-type feed for all our birds, all their lives, with free choice oyster shell and fresh clean water on the side. The only downside is a slight increase in cost, and there's plenty of upside.
