Female Rouen Bullying Male

I have 9 ducks all of different breeds and mixes. I noticed one day my male call duck pekin mix was limping. i think he had a strained muscle or something because it’s beginning to heal but the issue is one of my female rouens is bullying him. every time he gets close she chases and nips at him and it’s clear that he’s scared of her. she won’t even let him swim in the kiddie pool. it’s turned into him being excluded from the group and it makes me really sad. does anyone know why she’s picking on him? he isn’t limping anymore. will she stop soon??
