My neighbour built her run out of 1" x 1" welded stucco wire which is not a strong fence at all. A dog could easily tear through it and I'm pretty sure a racoon could too. All was fine for a year and then a racoon found her coop and started grabbing hens through the wire, pulling their heads outside and eating the heads.
