fifteen week old rir bantam, could she be tryin to lay?

she has dug a small shallow hole in thedust so i put some hay in it. when i walked in the coop about an hour ago, she was aying in the depression and had her wings kinda spread over it. do yall think shes laying?
 
My RIR pullet is doing the same thing. I thought she was trying to lay to. But I kept watching her and is all she did was started rolling around. Then she would just sit there with her wings puffed out like before.

Its sounds like dust-bathing. Most pullets start to lay at 18 weeks.
