How long has the chick been hatched out?

Could just be exhausted from the hatch.

I personally would just leave him in the incubator until he is fully dry.

Some babies just don't do well the hatch out is rough on some.

Unfortunately he didn’t make it. Poor thing but we have some more eggs that we are waiting to hatch!

Don't beat yourself up - it's pretty normal to lose a quail chick or two not long after hatching. Sometimes they just don't recover from the effort of hatching. Look forward to the others popping out. They are adorable! You'll love them!
