First egg not fertile, could the others be

No. My peahens brood as much as the other birds. I see them come off the nest once or twice a day for a short break.

Likely she is broody, but not taking the job seriously. There is no chance the eggs will hatch if she continues; she should have stared brooding full time with the last egg laid; or the next day.
She has been on the eggs for about 5 ½ hours today that I've seen. Yesterday she was on them almost all day long. The day before she was on them for the whole afternoon past 7 pm when I got eggs.
 
Then cross your fingers and maybe she will start brooding full time.
I hope she'll brood. I know she will make a good mom. She rejected her chick at first, but we incubated it. We got a chick and it bonded with the peachick immediately. A few weeks later she took in both chicks. She slept with one under each wing and brought them food and water.
 
Just reading through the thread it seems like your main problem is that your birds are brother and sister. I would trade one or the other for an unrelated bird. The bullseye thing is a myth it is likely they were not fertile due to the inbreeding issue.

The hen has been on her eggs for 3 weeks. In case her eggs don't hatch we ordered chicks that will come the week her eggs are supposed to hatch. She has rarely gotten off of her eggs. She finally got off of them today. She did go back to them after a few minutes, but the whole time she was off of them she was honking. Is that normal? What does it mean?

When a hen comes off of a nest she will honk and make noise to draw any predator away from her nest as she goes foraging.
 
As expected the eggs didn't hatch. The peahen adopted the chicks that I gave her and is doing a fantastic job with them. Since I've never had a bird sit on eggs that long or be able to raise chicks I was wondering if it's normal for her to lay down so much afterwards. She's very alert and starts hissing and clucking if someone (people or animal) get too close, but she laid around all day. Is that just because she tired from sitting and not eating much for 4 weeks?
