First ever Quilt

Quilting frames can be expensive (from wood) or less expentive (made from PVC). I have both and either one is useful depending on what I'm hand quilting.

As for the fancy sewing machine....Not all the bells and whistles are what the quilter needs all the time. A nice machine with a good sized opening for working your quilts when rolled up for machine quilting is easier to use than a fancy one with a small workspace. If the machine is just for making your blocks for the quilt top, then consider what else you will be sewing (clothes etc).

Research both, ask questions of folks here. Several use frames for hand quilting and frames that go on their machines to assist with machine quilting. There is a thread about sewing machines that started several months back too. You could use the search feature in the upper right corner to get information here.
Then decide on what you purchase.
