It's been said 4 to a HN but I have 2 nipples for 4 .... Never had an issue teaching chicks to use them but the 4 Whitings I have now, really took a while before they figured it out. I have a permanent mark on my container so I can see how much they're drinking. Have learned also the level of the waterer makes a difference, according to their reach. Too low, it's harder for them to work the nipple ... Try it with your finger, it releases water when they place their beak between the base & metal piece.
