I would say bad at that age.....you can alway break small hole in the air cell....and see if movement.
I just tried this with my Chicken eggs. They were supposed to hatch yesterday, and so far no pipping or rocking or anything! So I put them in the water, and just their air sacks floated, just above the surface. What does that mean?

and Liamm_1 - how did the eggs finally turn out?
I float tested on day 22 , I know the eggs were fertile at day 18 but I kinda had to high temp after lockdown for a few hours. My 8 egg did the low float (just the air sac above water) and they ended up being dead. For the 'heck' of it I floated a non-fertile eggs just to test and it sunk fast. My temp was 100 on the dot. But i had 'no' movement so I guess that was my signal they were goners.
I'd say a quick sinker is the best indication the egg is definately no good. A mover shows you life ... and the rest you still have to wait until you cannot wait anymore.
