Flock not laying, and eggs are rough and speckly

I know this had most likely been addressed, but I cannot figure out why my 22 hens are not laying with the exception of three or four who are, on and off. And the few eggs I'm getting have rough shells with tiny little rough spots on them. I have a mixed flock so I should be getting brown, green, white eggs. I think they already molted a couple of months ago and they are eating and drinking fine. It was a rough winter here in Colorado so they didn't get out much. They have an automatic timer for the lights in the hen house. And an automatic door that lets them out into the outdoor coop. I did have a really awful rooster in with them for about a month, but I gave him the axe about two weeks ago. I would think that they should be happy as clams with him gone.
I have a handful of older hens and the rest are in prime laying age. Can't figure this one out.

If you are correct that they've all completed molt, they should be laying. Have you inspected each for any signs they're not finished with molt? Look on the neck, shoulders, back and rump for signs of pin feathers just emerging. If you're still seeing a lot of loose feathers in coop and run, it's a sign they're still molting.

Diet can play a role in laying. Too many carbs and not enough protein, especially coming right off molt, can affect laying. Calcium oyster shell mixed into the feed rather than free choice so each hen can select the amount to satisfy her individual needs can result in too much calcium. This causes rough shells with calcium deposits.

As for the mean roo, any change in the social order due to the removal or addition of chickens to the flock can upset the order and cause interruption in laying.

If the hens have been confined to a coop where there are lots of feces giving off ammonia, that can affect laying, also.
