Frayed Feathers

One of my girls looks like her head feathers are frayed on the ends... maybe I am just seeing things but has anyone ever encountered this?

It has been really cold here until today so of course I went out taking pics! That’s when I noticed this on her. None of the others look like this.

5 hens
No roosters
No other feathers issues I can see on anyone.

Could just be me but they look like they got wet. Or she ate something a bit messy.

I actually have to copy to my photoshop program to zoom in...after enlarging the thumbnail...but then I can adjust lighting too, and paste back the results.

Looks to me like they may be new feathers that have not quite finished coming in yet but could also be frost from moisture in the air.... not sure how cold it gets in Indiana.
