It is illegal to sell raw milk in many places. It is illegal where I live, but I can buy it anyway - because the people who sell it say it is "for animal consumption only".
Are they breaking the law? Technically - no, because it is not illegal to serve raw milk to pigs or other livestock.
If those persons who purchase their "animal food" from the sellers of this raw milk choose to consume it themselves, then it is on the other person's head.
The govt will probably not go so far as to inspect every person's home to make sure they are only feeding the raw milk to their animal stock.
While I agree that the law is silly, and the Govt. is way too involved in a LOT of aspects of our lives (not just our food), I think the problem these folks have is that they are very open about what they plan to do with the milk. They basically state that they intend to break the law.
There are a lot of folks out there selling raw milk and raw milk products to friends and neighbors who aren't being so blatant about it, who get away with it every single day.
IMO if you're going to break the law, just DO IT and don't try to make it look legit. That raises a lot more attention than just quietly dealing with a few known folks who you can trust.
