As I understand it....

The bank has put it on auction, and they have a minimum amt they will accept. If no one bids that much, the bank will bid it to "win" the auction (sort of like a reserve price). The day after the auction the bank can put it on the regular real estate market.

The rules can vary depending on the sort of loan origionally made (VA, HUD have different rules I believe).
