I believe they’re both with Rocket in Cement’s gang, and are going to be part of the defensive attack against Suliver?

A red-tailed hawk flew high over the rooftops of the city.

His flight was strangely purposeful; he was not searching for food. He was flying as if he had a specific place to be, which was unusual, considering that he was a red-tailed hawk and not a businessman.

You’re doing this for your chicks, Cloud. The hawk reminded himself. After what happened to Cedar… Cloud’s heart ached as he thought of his mate. His brave, fierce mate. He hoped she would have approved of this. Of course she would, he tried to reassure himself, it’s to protect the chicks.

Though Cloud felt a great urgency in him, his flight was careful. He hid behind clouds, circled around to keep himself from being seen from below, and stayed as high as he could in the sky. He would accomplish the plan. Nothing would stop him from keeping his chicks safe.

Cement stood at rigid attention on the flat rooftop that served as the location of the annual meet.

Though this raised part of the roof was small, it was the highest point in this part of the city, meaning that it would be almost impossible to perform an ambush. They could see all around for miles, and the sky was close to perfectly clear, only a few wispy clouds drifting across its blue expanse.

What is Suliver planning? Cement wondered for perhaps the hundredth time. Now that she was here, above the city, the sky bright and blue around her, she couldn’t shake the feeling that Suliver’s whole coup had just been a far-off scheme or a cruel prank. How could he possibly accomplish his goals when everything seemed so.. safe?

But, despite these intruding thoughts, Cement kept herself alert. The second she noticed anything suspicious, they would have to act. The General would never believe her if she told her that Suliver was planning a coup, and even if she did, she would dismiss it— the General felt far too secure in her position to even consider that her protection could be compromised. Cement would have to alert the General at the precise moment to keep her safe while also convincing her of the authenticity and danger of the attack. And, meanwhile, Russet would have go and alert the nearest squad of the gang so that they could defend the General from Suliver’s forces. But, Russet would have to time his exit perfectly— if he left too soon, it would appear as if Cement was the one planning a coup, not Suliver.

All this weighed heavily on Cement as the General started the meet, asking the first gang leader to report on any recent happenings of note.
The first gang leader spoke with a terse expression on her grey-and-white face, staring clear and straight ahead. Her apparent serenity was a stark contrast to Russet’s hyperactivity.
He shuffled on his perch, crop inflated in affected confidence. His slight trembling gave it away. He wanted to be off. Wanted to get it over with.
“No, I have nothing to report,” said the grey-and-white gang leader. And there was nothing else. No signal from Cement. It wasn’t time to be off.

Cement looked around at the assembled. Lieutenants, gang leaders, and gang leader-lieutenants were all present. Even Shard, her wing having healed incorrectly from a fight at the border, had somehow managed to get up there. Moonlight stood besides her, grizzled black plumage shining iridescent in the weak sunlight. Rubble, a gang leader who had always seemed indifferent to the pigeon military, was perched near Cement. She wondered how many of the birds around her were loyal to Suliver. He had never told her any of that info.

Letting a small sigh escape her beak, Cement went back to pretending to pay attention to the proceedings of the meet, while keeping her true attention on their surroundings.

General One-Toe’s closest advisors, her personal lieutenants, kept watch all around the location of the meet. One of them, perched on a nearby roof, was squinting suspiciously at the sun. A black dot flickered in and out of view, some bird far out in the sky. That by itself wasn’t a cause of alarm, but the dot seemed to be getting closer.

“Hey, Split,” the lieutenant called, her voice flat, “come look at this.”

Another lieutenant, a large checkered gray pigeon with white speckles going down his back, flew over from a neighboring post. “Yes?”

“Look at that.” She pointed at the sun. “Think that’s a bird up there?”

Split squinted, cocking his head. “I don’t know.. could be a vult—”

Split’s voice was cut off as a long piece of glass slid into his back.

The other lieutenant yanked her razor-talon out of her fellow’s back, then hopped off him as he fell over. She eyed the glass tied to her leg, noting the fresh blood with a somewhat annoyed expression. She grabbed Split’s body and dragged it out of view, fluttering her white-flighted wings to hurry up the job.

Once that was done, the lieutenant looked back up at the sky. That stupid oaf better not go back on our deal. She thought grimly. Though, threatening his chicks after.. disposing of.. their mother seems to have kept him in line. The white-flighted pigeon grinned with satisfaction. Now all she had to do was wait.

(The plot thickens… is Moonlight in support of Sulliver? I cannot remember)

Moonlight flanked General One-Toe, glancing around the group of pigeons. They seemed tense, like they were waiting for something.
Cement’s ginger lieutenant appeared to have caught a jitterbug, along with some of the General’s less trusted attendants. She wanted to choke an explanation out of them, but that wasn’t Moonlight’s style. Instead, she listened to one of the gang leaders describe the recent events concerning strange gull movements.
This was news to her, the first interesting news in a long time.
