That is a Frizzle rooster. "Frizzle" is not the breed (I think, I'm not completely sure) but you call them that because of their crazy lookin' feathers. I have no idea what breed he is.

It looks like a cockerel. He is frizzled, but that isn't a breed. I don't know what breed he is, but it looks like he has a crest.
