Gender of this 14 week chicken?

I thought this Rhode Island Red was a Cockerel at 3 weeks as had a large comb that went red quickly. It's now 14 weeks and not crowing or displaying any typical male behaviour (I have 2 cocks of other breeds that are) nor is it's comb and wattle as impressive as what I would expect from a male.
Is it a pullet? Or just a late developer / super chill boy lol.

Definitely a cockerel. I had an Orpington that didn’t crow until like 7 months lol
