Goatsitting, now owner refuses to get her goats, ignoring me

Technically after 10 days without a response from the owner, the animal is yours.
I would call a rescue group or your local animal control and see what they say.
If the woman did not make efforts to make room for her goats to begin with, perhaps she just does not want them back.

Well, I never heard another word from her, so as of today, they're officially mine. I've found a new home for them, and they're being picked up this afternoon.
