I think 1st year fertility depends greatly on breed. My yearling Africans are highly fertile, but my dewlap girls do not produce fertile eggs until they are 2yo.
It is possible for a goose to hatch eggs and then go through a 2nd broody cycle. Last year, my production toulouse goose Beignet laid a couple dozen eggs then went broody in late March. I busted her nest up after a week and gave her goslings. She raised those goslings to young juveniles, then laid a 2nd clutch of eggs, went broody again, and hatched out four goslings in July.
She appears to be following the same pattern again this year.
