Got picked on, bubbles in eye?

It's good that you cleaned him up and wiped out the eyes. Triple antibiotic ointment in and around the eyes is ok. I would apply a thin layer of ointment to his face as well.
He's been beaten up. The bubbles are not uncommon in birds that have had a beating like this, he's been kicked in the face multiple times, penned down, etc. Dirt/debris from the scuffled not to mention what was kicked up gets into the eyes. They will water and bubble up debris. Do like you did, rinse and apply ointment a couple of times a day.
The gurgling is likely from blood from inside the beak or he may have aspirated some blood or saliva. Most of the time that will resolve in a day, if it doesn't, then he may need an antibiotic.
Him eating and drinking is good.
I'm not a fan of giving aspirin to a beat up rooster (or hen) with head/facial injuries. Put him in a separated area with plenty of straw to settle in with food water. Keep other males completely away from the cage/separated area. The Ladies, if possible can wander by and chat though.

What breed is he?
You mention he wasn't acting right or weak? Has he been showing signs of illness before this? If so, then look him over more closely for lice/mites, see that his crop is emptying and get a fecal float to see if worms are a problem.
If he doesn't come right in a couple of days let us know. He will be sore. DO look him over for other cuts and wounds, along the back of the neck, under the wings, etc. Nails and beaks can cut.
He may act depressed, some do and don't ever regain their courage once beaten. Think about what you may need to do if that happens. Can you house him separate. Once he's better, he may challenge the cockerel or the cockerel may challenge again....

Good to know, thank you! I'm so glad he's not sick. There were no bubbles in his eyes this morning, and both eyes are open a lot more. Still not all the way, but more.
I didn't give him an aspirin because he's still bleeding some, and it's a blood thinner, so I'm guessing that wouldn't go well.
He's in the garage in an old guinea pig cage at the moment.

He's a Buff Brahma bantam, around 3 or 4 years old. He's the best rooster I've ever had too.
No, he's been fine up until now. I was just mentioning it was a possibility that if he were sick, he probably wasn't acting right the day before I found him, and might have gotten picked on for that. But that doesn't seem to be the case.
The back of his head is pretty bald and scratched up. I didn't see anything else though.
I had considered rehoming him since I have so many boys at the moment, and two I definitely want to keep. All of the boys are separated besides him and the Olive Egger cockerel that was in the coop with him. They have around 8 hens/pullets in the coop with them. They've never fought before, so I didn't think they would. The cockerel is 8-9 months old, and has been with the brahma bantam his whole life.
 
I'd rather not pay for it now if I don't have to.
If you think the ointment will work fine I'll just use that!

I use $1 triple antibiotic ointment on myself and animals. I've used it many times in the eyes of beat up birds, but it's always up to the keeper to determine if that's the best treatment option for them.

*now my Dollar Tree has had a 25% increase, so ointment is $1.25 which stinks:hmm

I trust your judgement. I did that this morning and again just now.
He looks quite a bit better, no bubbles today.
 
I just noticed this though when I went to grab him to clean up tonight.
Infection or just bruising? It's mostly on his right side but a little on his left.
