I bought a baseboard heater . 60 in. it gets hot to the touch

all types of electric heaters get "hot" to the touch as far as I know

you might be able to insert the ends of the type of heater you bought into the holes of the cinder blocks and raise it off the ground that way.

Sort of create the letter "H" with it

similar to this underneath there are metal ? like on an air cond. those grid type things

won't your chickens try to roost on that type of heater. nice wide platform on the top for their feet.

is it radiant or is there a blower or fan on it any where?? If not, it might work.

I would give it a try just insert the ends of that heater in to the TOP holes of the cinder block. gives you more clearance and safety from the combustibles on the ground. Also the birds might be able to get under and warm up.
