Yeah there is a big Catch-22 there. They could just declare bankruptcy and go out of business. So what if 16M people (40% of the state's population) no longer have a power company? What big power company would take it over with the lawsuit payments? Where do they get the money to pay on the lawsuits if they can't raise it from operations? But if they were negligent, why should the customers have to pay on the lawsuits?And the courts have recently been decreeing that no, you can’t raise your rates to pay for the damages so...that’s another reason the g&e’s are a little happy to turn off the lights
