Phone guy explained it when we had a prolonged power outage during the 2017 fires. We could make calls, but our phone did not ring when someone called us. (This is an old school corded phone). He said there is a little electrical pulse sent on the line to the phone to make it ring. There are battery backups throughout the system (in those big metal boxes you see the at&t techs fiddling with) so it still works during an outage, but there are so many people living out here now, the battery runs out quickly. It's still apparently analog, but I don't know much about it.If there are batteries, it is not a land line anymore. Landlines did not have batteries and worked with power outages.
My dad has a number he uses on his computer that allowed long distance calls on his land line. It's all Greek to me. I don't really understand the difference, but the phone guys told us they are phasing out land lines.You now have an digital phone and not a land line.
Nearly all phones are digital now and part of an internet connection.
