(graphic photo) what's killing my ducks?

It's not an option for me to kill the cat - legalities aside, I worry about killing it and then later finding out it's a neighbour's pet.

I called the pound, they told me to call the police animal control, so I called them, they told me to call the SPCA who yelled at me because they don't want to waste their precious charity dollars on a cat (seriously - that's what they said!) when it's animal control's problem. I got tired of being yelled at for trying to find a place for this (alleged) murdering feline so I hung up.

So I called animal control again, they said they would phone me back, maybe.

Sigh.

I have serious doubts that the cat is doing the actual kill, but the marks on the remains of my duck and the marks that the cat made on the bate (yesterday's dead duck) are almost identical.

I'm just so angry at them. What are they for if not to care for domestic and semi-domestic animals like this cat, find it a new home or put it down?
