Just clarifying, when the rules say this, "Do not cut the eggs. Blowing them is okay but this is a decorating contest, not a cutting one."...does that mean the shell has to be there? In other words, I can't peel the shell off?

It's not. I tried a bit of it and did some...but you really need the "proper" tools for that. Plus it can be quite dangerous with the aerosoled dust. You have to have the proper setup so it's safe.
(I may or may not have looked into doing this extensively last year)
