To answer the one of the original questions I believe it would be neccesary to obtain permits for them since they would be protected under state game laws. I do not believe they are considered migratory so the feds would not be an issue, but state more than likely would.
On a side note I had a friend who had one growing up, it was very neat indeed. His dad found a nest, climbed the tree and took it. It bonded very well and just hung out in thier garage. I would really like a raven however because I love the croak they make.

My son raised two plus a nest of magpies. Both will chase any size hawk if they have a nest in your area! Magpies are also great for pointing out all sorts of intruders! be they winged or 4 legged!! Also a nesting kingbird will take on Anything!!
