My egg popped on monday. But she still isnt out yet. It's now tuesday afternoon. Is this normal?

It can be~24 hrs between first outer shell pip to hatch. Keep it nice and humid: around 60-80% during hatching.

Today is day 23. The humidity is a low. Its reading 38%. I just added more water. No other eggs have popped.

Did the chick make that opening or were you trying to assist? It looks like it's been pecking that same spot for quite some time if you didn't help. If the humidity has been that low for a long time it's possible that the chick is shrink wrapped. I'm going to share a couple links with you on assisted hatches. There are some graphic images in the first one but it's really important to read through the entire thing before proceeding if that's what you decide to do.

I lifted the piece of shell on the top when I got home. He has been in the same exact spot since yesterday morning around 7am.

Should I try to raise the humidity before I try to help him?

The time frame isn't the issue necessarily, when there is an external pip you know they're getting oxygen so you don't need to worry. It's better to wait to make sure they have finished absorbing the yolk sac. Be sure to read through everything on the link before doing anything to better help you determine when or if to step in. Yes, I would increase the humidity to about 65%.
