They shouldn't be taking more than 4% unless their fees have changed. The amount at which 4% will still leave you with $15.00 should be $15.6248. If it would just be easier I'll send $15.75 but I'm not sending as a gift as there is no recourse if I ever need to dispute the payment (which I have already had to do). Some are saying that they are sending $15.62 for their PP. Easiest way to do it is to send the $15 as a gift. The more you send as a payment without sending as a gift the more they take out. When you send $15.62 they take out .75 so it leaves under the $15.
