Wayne,
If done with care you can dub in any weather.. But if you intend to dub and just put right back in teh pen try for no more than 90 preferably 85.
Here is one of my "tricks" that helps with bleeding and really makes a difference in hot weather.
Get a wide mouth cup or small bucket (1-2 quarts); I really prefer the bucket, fill 1/2 with ice then top off with cool water. Allow the water to sit for 5 minutes to good and cool. hold teh bird upside down with all but the last 1/4 inch of comb in teh water for 4 seconds to a minute comb will start to turn white, this will restrict blood flow and cool body temp. Hold firmly by the comb while trimming wattles and earlobes. Quickly Dip head in water to remove blood this will re-cool the comb you may want to dip 2-3 times. Then cut the comb dip in water to remove blood this will let you look at the dub job and touch up some if needed. I place them in a banatm show coop in a cool spot for 10 minutes and allow all bleeding to stop then you can re-inspect and turn teh bird loose or isolate your choice.
I have done this in 110+ heat with no issues.
