Are you able to use a syringe and drop water at the side of it beak?
Do you have vitamins in the water?

Can you get some chick saver to put in the water?
Also, be sure the brooder isn't too warm. And keep in mind, some just don't thrive as well as others due to many reasons.

I just don't think there's anything more can be done.
If you don't have vitamins for the other chicks waterer you may want to pick some up and add it in.

Get some Nutri Drench poultry vitamins and some Sav-A-Chik to have on hand.
Use a soaked Qtip held to the side of beak for liquid to seep into mouth,
a syringe can drown them pretty easy.
